U.S. Surface Transportation Act is adopted in Washington, D.C.

The legislation includes language inserted by Majority Leader Thomas “Tip” O’Neill that guarantees 90% federal funding for the proposed depression of Boston’s Central Artery, the centerpiece of what comes to be called the Big Dig.
